Holmes & Associates LLC offers specialized, strategic counseling on the full array of issues and concerns facing clients in the public transportation and higher education industry sectors. Kathryn Pett Holmes has been practicing for over 30 years.
Kathryn has a broad knowledge of the transportation industry resulting from her transit agency management experience, federal agency experience, and private sector experience. She has established relationships at high levels of the United States Department of Transportation including the Federal Transit Administration resulting from her years of service as general counsel to the Washington Metropolitan Area Transit Authority and the Utah Transit Authority. She also has strong relationships within the Federal Railroad Administration where she provided strategic advice on matters including negotiating agreements with private sector railroads to support the development of the High Speed Intercity Passenger Rail program. As a lawyer in private practice, Kathryn has advanced innovative solutions for the delivery of major transportation infrastructure projects across North America with particular emphasis on developing collaborative partnership approaches with multiple stakeholders.
Kathryn also represents colleges and universities in a variety of matters. Over the course of her career, she has represented higher education institution involved in investigations by the U.S. Department of Education Office of Civil Rights and advised on achieving successful outcomes. She has significant experience establishing, refining, and strengthening clients’ compliance and ethics programs, employee training, personnel practices, and corporate structure and governance. Kathryn also advises on the wide range of day-to-day legal issues that confront today’s educational institutions, including labor and employment practices, intellectual property, and student affairs issues.
